ソロモンと呼ばれる組織が数千年もの間、Witch（＝本作品では魔女に限らず、超常能力を以って犯罪を行う者を指す）たちから人々を守ってきた。しかし近年、日本社会の変化にともないWitchが増加、その捕獲を任務とするSTNJと呼ばれる組織がWitchと拮抗した戦いを演じていた。しかしSTNJの主力メンバーの一人が謎の死を遂げ、それに伴いSTNJの戦力が減少、状況が不利になりつつあるところに、ソロモンからSTNJに発火能力をもったロビンが送り込まれる。彼女はSTNJにおいてもその能力を駆使して活躍し始めるが・・・。
